We’re thrilled to welcome Dr. Natalia Chalmers to Overjet as our new Head of Clinical Innovation!
Dr. Chalmers is a board-certified pediatric dentist, and 2025 AAPD Pediatric Dentist of the Year oral health policy expert and public health advocate. With more than 20 years of experience spanning clinical practice, research, industry, and regulation, she has devoted her career to transforming data and science into actionable insights that improve patient care and equity in oral health.
Most recently, Dr. Chalmers recently served as the first Chief Dental Officer at the Centers for Medicare & Medicaid Services in the Office of the Administrator, and previously as a Dental Officer at the U.S. Food and Drug Administration, where she shaped national oral health policy and advanced access to high-quality, whole-person, patient-centered care.

A Career Dedicated to Advancing Oral Health
Dr. Chalmers has devoted her career to transforming scientific and healthcare data into actionable insights to address equity, improve care, and better inform policy and funding. Dr. Chalmers completed her Doctor of Dental Surgery degree at the Faculty of Dental Medicine of the Medical University of Sofia, a residency in pediatric dentistry at the University of Maryland School of Dentistry, and a Ph.D. in oral microbiology from the Graduate Partnerships Program of the University of Maryland School of Dentistry and the National Institute for Dental and Craniofacial Research at the National Institutes of Health. She also completed a post-doctoral fellowship at the Forsyth Institute and a clinical research fellowship at the National Institute for Dental and Craniofacial Research, National Institutes of Health.

2025 AAPD Pediatric Dentist of the Year — Honored by the American Academy of Pediatric Dentistry for excellence in clinical practice, academics, and policy leadership.
Contributor to the Surgeon General’s 2020 Report on Oral Health, helping shape the national discourse on access to dental care.
Advocate for Dental Benefits Expansion — Led efforts with the Maryland Dental Action Coalition, testifying before the state legislature to secure dental benefits for more than 800,000 adult Medicaid beneficiaries.
Published Researcher on Oral Health Equity — Authored studies on dental-related emergencies following Medicaid expansion in Kentucky, opioid prescribing trends, oral health in nursing homes, and dental utilization among Medicaid beneficiaries with substance use disorder.
Program Builder — Established the first AcademyHealth Delivery System Science Fellowship for Oral Health and the inaugural CMS Oral Health Policy Fellowship.
Dental Quality Alliance Member — Served over nine years contributing to the development of national oral health quality measures to advance standards in dental care delivery.
